Carbon Capture Cymru: A practical community focused carbon saving programme for Wales

A practical, community-focused, carbon saving programme for Wales which will enable communities to:

Reduce their future greenhouse gas emissions and impact on the climate;

Adapt to the inevitable impacts that will take place in our lifetimes;

Conserve & enhance existing stocks of carbon in the environment.

 

Many communities in Wales need financial support to help them address the issues of climate change. Whilst community groups are able to apply for a range of grants these are often over subscribed and require additional match funding. C3 proposes to make the difference for many of these projects by providing small grants and/or bridging loans which will allow many of these projects to go ahead. C3 is looking to support a wide range of community initiatives on climate change.

C3 will act as an enabler to support communities to reduce greenhouse gas emissions across Wales by acting as broker between community groups and donors/investors. C3 will establish a not for profit fund to provide accessible loans and small grants to help communities reduce the amount of energy used and greenhouse gases emitted in Wales. This will be achieved through realising energy efficiency measures, renewable energy generation and land based projects, including carbon sequestration.

The programme will support projects addressing three key aims:

1. Energy Efficiency: Projects may include work with community groups, housing associations to retrofit energy saving schemes, purchase of energy efficient boilers, CHP, energy efficient lighting and equipment. A condition of the grant would be purchase of electricity from an approved renewable energy supplier.

2. Renewable Energy Generation: Most types of renewable energy scheme will be supported, including wind, geothermal, tidal, wave, small hydro-electric, photovoltaic, solar thermal and local biomass. However, C3 does not intend to fund ‘bio-fuel’ projects.

3. Demonstration and evaluation projects: A small number of demonstration projects will be supported.

Eligible projects will be accepted from:

• Social enterprises

• Land based community projects

• Community councils

• Voluntary and community groups
